Is this normal to find in powder?

I found these flakes of powder that almost look like they've opened up like popcorn, and look like wood on the inside, but the outside looks normal. I've just only started seeing it

You can see two that look like pieces of wood

Needless to say, I removed them, and luckily the powder is an old powder I stopped using, so it's for fire forming now, so it's not critical

Folks who reload have used all kinds of filler material with large cases and low volume loads.
If the powder is still good, there's probably no harm with some funny looking stuff in it.
How does the powder smell?
Normal or acidic and vinegary?

Most likely tiny bits of cardboard. Nothing to worry about though. You're going to light a really hot fire close to it.
