I have a homemade clip tool of the "screwdriver" type. No handle, just a tube with the lip cut to pop the empties out.
The OTHER end of the tube has a pin through it as a stop for a loaded round that lets just the rim and cannelure ahead of the rim show. That lets me use the tool as a "handle" for snapping rounds into the clips. If you are going to load a lot of clips at one sitting, you should wear a glove on the hand holding the clip.
It is not fast, but it saves fatigue and cuts.
I find that Remington .357 brass clips up the easiest, followed by Federal. Winchester has a narrower cannelure and will not fit my clips at all. I have not tried Starline. There might be differences in other lot numbers than what I have.
