Is there a press that . . .

Without having to buy a high end progressive press, is there a press that has a rotating bottom plate and the dies stay still? What I'd like to do is deprime and size one case and expand another on the same pull. Something that cost around $100. Or am I going to have to "bite the bullet" and buy a progressive?

The answer on nope. Cheepest alternative is a turret so you have to rotate the head back and forth. Go onto Ebay.......you aint gonna find an inexpensive Lee 1000.

It just aint that hard to seat and crimp in the same die either.
 
The CH '333' or '444' fills the bill.
