Is shotgun chamber length also included in the legal barrel length?

Is the shotgun chamber length also included in determining the legal length
(18" or 18 1/2" barrel, for example) of a shotgun barrel?

Shotgun barrel length is measured by dropping a rod or dowel down the barrel to seat against the breech or bolt. Mark where dowel exits barrel and measure dowel to that point - that's the barrel length.

Assumed it (should) be that way, but wondered if there may be legal wording somewhere that excluded the chamber from measurement. I was thinking about cutting down an old Mossberg & wanted to be 100% sure it was legal length if I did...

To add a little. This method works only from a closed action. Close the action, drop the dowel, measure.

And there's little difference between 18" and 19" when it comes to handling. A little more barrel can mean a lot less in legal fees, lost time,etc.
 
I don't believe that measurement style would hold true for the new Taurus/Rossi .410 shotguns that have a revolving cylinder containing multiple chambers, aka a revolver.

IIRC, per the Feds, revolver bbl length is measured from the face of the cylinder to the muzzle,which can be a difference of just over 3" from the non-revolver method - plenty of room to get oneself in trouble.
