I live in Fairfax County and find it's quite "gun friendly". To be sure, if the county could unilaterally override Virginia statutes, it would likely be more "anti gun". However, the key point is Fairfax cannot do this.
To illustrate, in Fairfax a CCW permit is obtained under the same regulations as anywhere else in the Commonwealth -- and without fingerprinting, which is not true in some other Virginia jurisdictions. On the other hand, Fairfax requires a three-day "waiting period" to purchase a handgun, while surrounding counties (such as Prince William) do not.
In sum, Virginia is relatively "pro firearms" and Fairfax complies with state laws.
With respect to Loudoun, my experience is it's comparatively more favorably oriented toward firearms ownership than is Fairfax.
