Is it illegal to export all firearms related goodies or just some ??

I was thinking of shipping some bullets ( not loaded ammo , just the projectiles ) to a member here at TFL in another country . If it's OK for him to receive them would it be illegal on my end here in the US to send them ?

It's illegal under ITAR (22 CFR, Chapter I, Subchapter M)
