Is a barrel considered a firearm?

Greetings members,
For shipping, or transporting(internationally) purposes, is the Barrel of a Revolver, considered a firearm?
I am aware that a Frame is considered a firearm. What about a cylinder?

Here in South Africa the barrel is the part of the firearm that need to be licensed.

I have shipped a 870 shotgun barrel from Brownells and it was considered a restricted item by the US State Department, which required a special export permit.

Here in Finland the parts of a weapon that are under pressure need to be licenced, if they are not part of a firearm alredy. For example, the slide and barrel of a semi-auto pistol both count, as does the cylinder of a revolver. If I were to want to buy an aftermarket barrel for my Glock I would need to first get a purchase permit from my local police station. Once I had the barrel in my possession I would be issued with a separate licence for it.

Here in the Philippines, a barrel is considered a firearm. Transport permit is needed when transferring from one place to another. However, I could transport my receiver or barrel without any transport permit but I need to bring my lisence.

Beat this - in Australia someone just got busted for being in possession of an old buttstock from a 22 rifle (he'd swapped it out apparently) that he'd actually turned in.

For international shipping from the US, you need a export license from the State Dept for any gun part. I enquired a few months ago about shipping a stripped HK gripframe and ejector to Norway and that's the reply I received from the State Dept.
 
As far as I know, a part is not a complete firearm. I wouldn't be transporting a barrel that was used in a murder or anything, but to be on the safe side, if you are driving it somewhere, put it in a lockable case in the trunk.
Oops...I should have read more accurately. For international, I would get something in writing from the other country. I know Mexico gives a stiff jail sentence for one round of ammunition.

Easy! In the UK it is illegal for newsagents to sell magazines with pictures of handguns on the cover. G&A for example has different covers in the UK. (Mike H will no doubt correct me if this has changed).

Therefore, under some circumstances you could be in trouble there for merely having a photograph of a firearm...
