Interesting quote from Mencken on Bureaucracies

From my local newspaper today (The Orange County Register).

there are no longer any true lawbidding citizens. due to the number of laws on the books today every one breaks many laws and never know it. they keep these on the books to use just in case they need to have something to use.

This was noted back in the early part of the last century by English writer Edward A Crowley, in his book "Atlantis," a parody of the United States (which he elsewhere described as "Hell with the lid off").
 
Above posts seem to be true. We still have laws in the books from the 1800's.They were not changed or removed. Just left for an oppurtune time.
