Illinois law on the table : FOID ammo sales?

So, apparently there's a bill under consideration which "would allow mail order sales of ammunition to FOID card holders".

Now....hasn't this always been legal? Every major internet ammo outlet will sell to Illinois (except Cook County). Some of the require a faxed FOID, some don't (cheaperthandirt).

So what gives here? Is this bill just formally allowing something that was undefined before?

Not being familiar with Illinois law, I cannot tell whether this is a loosening or a tightening of restrictions on ammo sales.
 
No, not everyone will ship to Illinois.

My understanding (somebody correct me if I'm wrong) is that part of the current law requires buyers to present their FOID when buying ammo, something that can't be done mail order. This scares off some vendors, not others. I don't know if this state has actually gone after anyone on this.

This is an explicit loosening, and good news if it passes.

Sounds like good news up there in the Peoples Republic of Illinois. I'm sure that my sister and brother-in-law (in Carbondale) are happy about it. Of course, what they really want is to get out of there, back to Texas. I can't say as I blame them.
 
Granted, but it is still in Illinois, and as such is held hostage by Chicago, politically speaking. And yes, they're just itchin' to get outta there, back to civilization. She's a professor at the university there, but as soon as she can get a position in Tx or someplace else in the South, they're pulling out.
 
I need to read that one--I buy ammo by mail order, and it's always seemed perfectly legal to me. God knows what these people have come up with this time, but all I've ever had to do is send a photocopy of my FOID.
 
So is this just addressing something that wasn't specifically stated in the law? It seems to me that it is already legal, because the current law states that a valid FOID must be displayed in order for anyone in IL to purchase ammunition. It doesn't say that it can't be displayed by electronic means such as fax or email. It looks like it is just filling in a gray area to me. Has anyone ever had any problems arise from buying ammunition online that gets shipped to IL?
 
Attention Midwayusa and Cheaperthandirt - since August of 2005, it is OK to ship to Illinois, even Chicago. Simply need copy of valid FOID card and Drivers License.

AN ACT concerning firearm ammunition.

Be it enacted by the People of the State of Illinois,
represented in the General Assembly:

Section 5. The Firearm Owners Identification Card Act is
amended by changing Section 3 as follows:

(430 ILCS 65/3) (from Ch. 38, par. 83-3)
Sec. 3. (a) Except as provided in Section 3a, no person may
knowingly transfer, or cause to be transferred, any firearm or
any firearm ammunition to any person within this State unless
the transferee with whom he deals displays a currently valid
Firearm Owner's Identification Card which has previously been
issued in his name by the Department of State Police under the
provisions of this Act. In addition, all firearm transfers by
federally licensed firearm dealers are subject to Section 3.1.
(b) Any person within this State who transfers or causes to
be transferred any firearm shall keep a record of such transfer
for a period of 10 years from the date of transfer. Such record
shall contain the date of the transfer; the description, serial
number or other information identifying the firearm if no
serial number is available; and, if the transfer was completed
within this State, the transferee's Firearm Owner's
Identification Card number. On demand of a peace officer such
transferor shall produce for inspection such record of
transfer.
(b-5) Any resident may purchase ammunition from a person
outside of Illinois. Any resident purchasing ammunition
outside the State of Illinois must provide the seller with a
copy of his or her valid Firearm Owner's Identification Card
and either his or her Illinois driver's license or Illinois
State Identification Card prior to the shipment of the
ammunition. The ammunition may be shipped only to an address on
either of those 2 documents.
(c) The provisions of this Section regarding the transfer
of firearm ammunition shall not apply to those persons
specified in paragraph (b) of Section 2 of this Act.

becoming law.

lee_n._field, Carbondale as you say is about as far as you can get from Chicago, they do have some lousy local gun ordinances. I think we are held hostage by Chicago here in southern Illinois. We'd have CCW legislation if Chicago and vicinity were its own state. Part of Carbondales problem is the university influence, not saying your sister is though gb.

We almost got some uniform state wide firearms transport laws last year but the governor pressured some legislators to vote against it.
