Illinois gun laws?

Is anyone here familiar with IL laws on private transfers? There's a guy there who has a gun I'd like, but he says that an out-of-stater cannot buy privately but rather must go through an FFL. Any replies much appreciated.

If you're buying from him, face to face, I don't think that applies. If he wants maximum protection he should probably take down proof that you are not an Illinois resident, like your driver's license number. I offer this only as my opinion. There are some things I'm sure of and this is not one of them.

If he is shipping the gun to you, it's a federal law, not Illinois, isn't it? It's true, in any case, that he can't ship it directly to you.
 
Federal law will required you to go through an FFL if you're not a resident of that state. There may be additional State Laws concerning that in Illinois such as some silly purchase permit, etc. for handguns. I believe Illinois also requires some sort of firearm ID to make purchases, which one wouldn't be able to get if he is not a resident of that state. Go to the NRA site, there is a good summary of the laws.
 
The FOID is legally not required for a non-resident, but many local "chain stores" like Wal-Mart and K-Mart refuse to sell any gun to any non-resident, period, on the grounds that they will be hassled over the FOID. As always, in Illinois you must know both the law and local law-enforcement's "interpretation" of same. They carry equal weight for some reason.
 
Thanks for the replies. The gun in question is a handgun, and my plan was to drive down to Joliet to look at it and buy it in person. It sounds, from SCR1's reply, that I can't do that.

This has all gotten to be so ridiculous. I was at a gun show today, here in Wisconsin, trying to sell a shotgun. Quite a few people warned me not to sell to anyone from out of state. I'm 99% certain they're wrong on that, but all of this confusion leads to paranoia.

Ah, for the days when a kid could walk into the local hardware store and buy a shotgun with just a note from his folks as a courtesy to the store owner. :(

A FFL will be required for ALL firearms transactions between private rezidents of different states. I think the bordering states thing Steve mentioned only applies to border state rezidents buying longarms from FFL dealers.
