Illinois foid card denied and appeal

My Illinois foid card was denied because when I was 17 ( I am 20 now) I was arrested for c.d.t.p. Illinois foid says my foid card was denied because I was in a mental hospital. I'm am going to appeal this soon. In my reasoning why I should have it what should I say? So my real question is how do I explain this to the Illinois state police so I can get my foid card? Thanks in advance. I know talking to a attorney would be helpful but looking for your guys input.....
