Illegal to mailorder ammo if under 21?

Anyone know if it is illegal to mailorder ammo if you're under 21? It seems to me that all (or almost all) of the online ammo dealers say they wont sell to anyone under 21.

Im thinking that it isnt illegal, and that the dealers are just trying to cover their butts.

Anyone know?
 
I had to fax them a copy of my license first.
Before they would send me the case of ammo,
what really makes that fun it knowing they have your latest address on file.
But hey their not the ATF so it shouldnt bother anyone considering how few of us it bothers everytime our address and latest gun buy is CALLED INTO the BATF.
But whats that compared to knowing how many criminals we have prevented from being able to walk into public gunshows and buy guns right??
My goodfriend who is a gundealer has caught himself a little mindboggled as hes had to tell a BATF agent and a police officer in uniform at diffrent times that is that they were denied.
Last I checked even ordering its 18 for rifle ammo 21 for handgun ammo depending on your state infringements I mean laws.

Some won't ship ammo to anyone.. SG will not ship any ammo to the entire state of IL. even with a copy of FOI and drivers license.
