(IL) CCW bill proposed by ISRA!!

HB401 was proposed by ISRA today. It would create the Family and Personal Protection Act, which would provide for shall-issue CCW in Illinois, as unbelievable as it sounds. I know this sounds like a pipe dream to those of us who live here, but when was the last time you heard of a CCW bill that was backed by ISRA?

For those unfamiliar with the internal politics of the pro-gun side of Illinois in the last couple of years, the "Vision Team," consisting of serious CCW advocates who are sick and tired of being on defense, took 7 seats on the 15 member ISRA Board of Directors last year. This spring they're in place to take another 3-4 seats, thus gaining a clear majority and effective control of the ISRA, which they have promised to put back on offense by, among other things, proposing a CCW bill.
The ISRA board is apparently worried by this, so much so that they are willing to introduce their own bill. If they will support it and really follow through, or if the Vision Team wins anyway, CCW in Illinois sometime in the next 5 years may be possible.

If the Vision Team loses every seat but the BoD has to fight tooth and nail for CCW for fear of losing their seats, we still win!

Synopsis of Bill as introduced:
Creates the Family and Personal Protection Act. Establishes statewide uniform standards for the issuance of permits to carry concealed firearms in this State. Vests in the Department of State Police, the authority to issue concealed firearms permits to qualified applicants. Requires an applicant to complete a training course in handgun use, safety, and marksmanship. Also requires instruction in the law relating to firearm use. Requires an applicant to be at least 21 years of age. Prohibits an applicant who has been convicted of a felony or has a history of mental illness, addiction, or habitual alcohol use from obtaining a permit. Creates the Citizen Safety and Self-Defense Trust Fund administered by the Department. The moneys in the Fund shall be used to administer the Act. Establishes restrictions on carrying concealed firearms. Establishes standards for the training course and for certifying instructors. Amends the Firearm Owners Identification Card Act. Provides that the Family and Personal Protection Act supersedes an ordinance of a unit of local government inconsistent with that Act. Prohibits a home rule unit from regulating the issuance of permits to carry concealed firearms.
Amends the Criminal Code of 1961. Exempts from an unlawful use of weapons and aggravated unlawful use of weapons violation, persons who carry or possess firearms in accordance with the Family and Personal Protection Act. Effective immediately.

My kids are writing letters to reps this week, and I told them I'd send the letters on Tuesday. So I'll be sending an extra round of letters for myself. :D
