H608 - SPECIAL LICENSE PLATES - Adds to and amends existing law relating to special motor vehicle license plates to establish a National Rifle Association special license plate program.

H686 - SALES TAX EXEMPTIONS - Adds to existing law to provide an exemption from sales tax for certain fees and membership dues related to nonprofit hunting or shooting sports.

This bill will protect non-profit shooting ranges and gun clubs from having taxes imposed on their range fees and membership dues.

S1401 - FIREARMS - Amends existing law relating to emergency powers to provide that no restrictions shall be imposed on lawful uses of firearms or ammunition during a disaster emergency.

S1428 - CONCEALED WEAPONS - LICENSE - Amends existing law to revise provisions applicable to the issuance of a license to carry concealed weapons.

"Right-to-Carry" reform legislation, that extends the concealed weapon permit from four to five years and, like driver's licenses, requires renewal notices be sent out prior to license expiration. This bill also provides an exemption from the concealed weapon license requirement for a person who possesses a concealed weapon while on property he or she owns or leases.

The original Bill, S1402, was tabled. This Bill differs only in that you must still have a CWP to carry concealed in a vehicle within city limits. The various LEO organizations were against S1402 only because they were shown a different version that mandated the driver announce his carrying (and made it a misdeanor for failure to identify). The Bills sponsors presented the Senate with an entirely different version. At the grassroots, we simply couldn't persuade the sponsors to reinsert the provision that the LEO community wanted. Since several state already have such a provision, we felt it was a reasonable compromise in order to get LEO support and to be able for citizens to protect themselves while traveling in or through Idaho's cities.

S1441 - CIVIL IMMUNITY - SELF-DEFENSE - Adds to existing law relating to civil actions to provide immunity from civil liability for persons who use force in justifiable or otherwise permissible self-defense; to provide for the award of attorney's fees and other costs; and to define "law enforcement officer."

This is "Castle Doctrine" legislation that would provide immunity from civil action for anyone who has used lawful force in self-defense. Under SB 1441, if a criminal attacks a victim and the victim successfully defends herself and, in the process, injures or kills the criminal, then neither the criminal nor the criminal's family can obtain a judgment against the victim for damages.
