I need help to identify a 16ga shotgun

Hey folks, i recently acquired a 16 ga single shot shotgun. I can tell its old by the wood but i dont even know what kind it is. It has "Special" stamped in the left side of the reciever housing. the only other "marking" it has is a 31 that i found after taking the barrel off. It was on the under side of the barrel. If anyone could help me identify this shotgun I would sure appreciate it.

In the picture of the receiver and barrel there appears to be a word stamped on the left side of the barrel. I can make out the word "gauge" but there is more to the left and I see a mark to the right. Shine a flashlight on it at various angles to see if it shows up better.
 
All the info you need is right there on the barrel...

By the look of the 'font', I am guessing Springfield/Savage/Stevens, but need a better pic of that barrel...

Pretty sure I am seeing the end of the word 'Chicopee' above 'gauge'...
 
I can't make out the top line, but last word looks like "steel"

Second line looks like "proof tested" 16 gauge

Third line reads 2/3 inch chamber

Probably a stevens 107(B)

That's exactly what's on the top. On the left side in the original post says the word special. What I've looked at today looks like a Victor Special but I haven't found one that says special on the left side of the reciever
 
Savage or Stevens
Special steel (as opposed to Damascus, I suppose)
16 ga, 2-3/4" shells
Savage did away with the side levers before WW2.
The shoes look like a size 10
