Hypothetical: How much money does it take to circumvent the law?

If this is inappropriate, feel free to lock or delete this post. But I've been mulling over the fact that laws are laws really only for those without the resources to circumvent them. Assault weapons are only "banned" until you can afford a Class III license or pay for them on the black market.

A person could circumvent firing weapons within city limits by building a discrete private sound-proof firing range. At what point would a gun collector be "above the law" (worded another way, how much money does it take to collect/own/use any gun you wanted- "legally"- as in a Class 3 license which is a practical ban for everyone but the rich- or circumvention- such as building the private firing range)?
 
All things but death and true love can be properly managed with money.

Half of the time it's unfair and wrong. Half of the time it's a pretty good system. But, life was never supposed to be fair.

BTW, those who acquire a class III license or build a private range are not "circumventing" the law. They are just examples of people using the means they have earned to pursue their own interests.
