Howa 1500 question..Barrel tapped??

Hello. Looking to purchase a used 1500 in .308, as a newbie to bolt action rifles, is it normal for the barrel in front of the reciever to be drilled and tapped? As far as i know this is stock from the factory...also looks to be heavy barrel.

How far apart are the holes? (Center to center.)
How far are they from the holes in the receiver ring? (Front to front.)
 
Looks like where a rear sight might have once been. Are there tapped holes near the end of the muzzle too? If so it could've had open sights at one time, though that would be sort of odd on a heavy barrel. I don't see why someone would've done that.

It could also have been drilled for a mount for a scout scope. Once again, I don't see why someone would've done that when there's a perfectly good set of holes drilled in the top of the reciever that use the same two-piece base as a Remington 700. Some people prefer a scout setup, I'm not one of them. Especially on a heavy-barreled rifle.

It was done at the factory.
It took me a while to find my 1500 308W in the safe, but it is D&Ted like yours.
 
Well than I stand corrected. Being it was done at the factory. Most unusual drilling. I was thinking perhaps its a universal procedure to accommodate all continent's.

My Howa heavy barrel has the same holes. Probably put there for an old fashioned target scope mount.
