If you're selling the receiver or the whole gun you would either have to ship to an FFL if out of state or be an FFL yourself to start selling as a business. If you're just selling face to face in your own state you can just meet with the buyer (for most states). You really have to review the BATFE guidelines regarding selling and buying firearms.
