How to clean a synthetic stock?

My buddy finally brought back a old marlin 22 he borrowed back in the summer. He left this gun in a side by side utv this whole time. The black synthetic stock now is stained with red Clay. I soaked it over night in a bathtub with dawn dish soap and scrubbed it with a tooth brush. Stains are still there when it dries. There stains are all over the stock and not in the checkering like normal. I have thought about using some comet bathroom cleaner but don't want to scratch it up too much. I'm assuming I'm basically going to have to sand it out then smooth the stock back out with a buffer. My two 11 year Olds want the rifle and plan on painting it. I'm also assuming it needs to be really clean for the paint to stick, that's the whole reason for the question.
 
If the "stains" are not coming out with scrubbing, they probably won't make any diff when painted. Try a stiffer brush and if that doesn't work, rinse very thoroughly and paint away.
