How to attach a Long flash hider on a 14.5 preban to make legal 16" Please HELP

I have ordered a flashhisder from Gemtech that will make my preban 14.5 inch barrel the legal 16"

Of course this is going on my preban receiver.

I've read the previous posts about soldering and pinning.

I can have Gemtech do it for me but it will cost me about $ 70.00 including the shipping.

Can I just blind pin it to the barrel. Or do the pins have to be welded.

Please tell me if just blind pinning will meet the ATF requirements.
