How many rounds can be loaded into a SKS fixed magazine?

Last time I went to my local shooting range, I loaded 10-rounds and then decided to try to load another round into the SKS original fixed magazine. With luck I loaded another round which made a total of 11-rounds into my SKS fixed magazine. Is this new or I stumble into into something new? Does this mean that the SKS does not meet Kali-DOJ SB-23 of 10-rounds or less rule. Does every Kalifornian SKS owner, know own an assault weapon, be it russian, chinese, romanian, and ect.,
