how is time factored in uspsa comp

k i see that cardboard targets have thier different zones that score you different points depending on if you have major power factor or not and misses and failure to shoot at targets incur penalties. you are timed in how fast you complete a stage and your scores are added up. but then what determines you actually scoring higher than someone else? do they factor in accuracy first? or do your hits somehow incure increases or decreases to your overall ''time''?
 
score is calculated by adding the highest value stipulated number of hits per target, minus penalties then devided by the total time.
