How do you adjust this butt stock?

That appears to be some type of recoil reducing piston arrangement to me, almost certainly custom, and may not be adjustable for length. The original owner likely had it installed by a gunfitting shop or 'smith. I have seen similar arrangements on trap shotguns
 
That looks like an HS Precision LOP adjustment system to me.

The two big textured "wheels" between the two posts adjust for length of pull. The smaller one is just a "lock nut" for the larger one to keep things in place once adjusted to you.

If someone really torqued the lock nut down you'll have a best of a time getting it loose. Good luck.

So I can get the thin wheel loose no problem. But when I adjust the thick wheel to actually adjust the length of pull, I have to REALLY force it, and I can hear crackling when I do it. So I'm afraid I might break the stock.

Is this normal? Should I continue to really force it?
 
I've never heard crackling when adjusting an M24, so that does sound as if something is wrong to me, like someone did a stock fill job improperly.

Are you trying to take the LOP in or out? From your photo I would expect "out" to be the answer but I could be wrong.
