Hornady 9th edition ?

It's what Hornady came up with. Neither conservative or liberal. It's simply what Hornady came up with using their bullets and testing equipment.
 
Some load data in Hornady's 9th is very conservative or even anemic but other data is realistic and maximums close to maximum. You never know until you work up loads in your rifle and pistols. Depends partly on what rifle they tested their loads in compared to your rifle. Other manuals I've compared data in seem to be hotter than I would load in some calibers. It helps to own as many manuals as possible plus on-line data sources so you can compare all data and components used in load work-ups and help determine positive start loads and safe maximums.
