HK sighting problem-HELP!

I have been trying to sight in my hk 91 and have been unable to get enough elevation out of it. I am using the sight tool but the most I can seem to raise the poi is about 3 inches and I need about 6 more to put it on at 100 yds. I am shooting Cavim ammo but nothing else shoots to point of aim either. What am I missing? The instructions are not too clear.The 200 yard sight setting is about right for 100 yds.
 
It sounds like you need some gunsmith help, or you need to go back to the guy you bought it from and ask him why this nice rifle is shooting like a Mini-14 with no sights! Maybe you should just get a scope for it if you want to, if you don't want to spend the money.

You SHOULD be using the 200m aperture to sight in the rifle. A good battle field zero is at about 200m. The V-notch is a little hard to use accurately out at 100. Mine shoots about 3" high at 100 and is right on at 200 (yards). Hope this helps.
