Part of it is the magazines....it will only except post-ban 16rd LEO mags with the grip extension attached. You can take the grip extension off and it will accept post mags. The pistols are for sale to non-LEO without the LEO mags.

There are plenty of 10 rounders for the Expert. Simply take off the mag well funnel and you have the same frame as a standard USP .40. Therefore, the USP 10 rounders and 13 round hi-caps will fit. http://www.calssportingarmory.com sells them both with and without the funnel to non-leo.
