High Standard Citation weak ejection

I have a 48 year old High Standard 103 Citation. From time to time (much to often) it will stove pipe. It will eject the brass only 2 or 3 inches high. I am thinking it is a weak or worn ejector spring, rather than a bad extractor. Maybe even a bad ejector. Any thoughts on this issue?
 
Strange, MY High Standard does not have a spring loaded ejector.
It would also eject with the extractor so worn that it would not pull an unfired round.

What ammunition? Some of the bulk stuff is very inconsistent.
 
The ammo I use is CCI Standard Velocity. I also have already replaced the recoil spring with a conventional Wolff 5 1/5 lb. Bringing it up to factory specs.
 
I'd be looking at the extractor and it's spring.

Check for impacted fouling in the extractor and spring assembly and the hole in the slide.

Check/replace the extractor and spring.

Check the ejector for excess wear, breaks, or chipping.

Try different ammo.

Check/clean the chamber.

Most likely problem: The extractor assembly.
 
I bet on number two, dirt in the extractor area. A blowback pistol doesn't need an extractor to extract (the case blows itself out of the chamber), but the extractor holds and positions the fired case for the ejector. If it doesn't do that, you get stovepipe jams.
