The paper goes flying off the stock into the street. Although the gun is then shown being carried with the wooden butt stock exposed, when SM gets back in the car the paper is wrapped around the stock.
 
Look carefully from frame 1.00 to 1.10 for the editing error.

There is no paper on the stock when McQueen stands up. When he walks around to the passenger side of the car, the paper reappears on the stock.
