I'm located in Ohio and I have a Ohio CCW permit and I'm going to visit family in Pennsylvania, I know that Ohio doesn't honor Pennsylvania CCW permit and Pennsylvania doesn't honor Ohio CCW permit. Am I aloud as a CCW permit holder from a different state to conceal carry in Pennsylvania or do I need that states permit? Is there a site that shows the laws where to carry and not to carry in Pennsylvania?

See http://www.handgunlaw.us/.

What you need is a CCW recognized by Pennsylvania. Since Pennsylvania doesn't recognize Ohio permits, you Ohio permit will not allow you to carry concealed in Pennsylvania.

Pennsylvania does, apparently recognize a permits issued by a number of States, including Arizona, Florida and Utah, and those three State (and perhaps others recognized by Pennsylvania) will issue permits to non-residents by mail.

And with your Ohio permit, you can apply for a Pennsylvania non-resident permit. You can not do so by mail, however. You will have to go to Pennsylvania to apply. Your non-resident Pennsylvania permit will not be valid until it is actually issued to you.

No, not without a permit recognized by Pennsylvania.

The only one I know that does it by mail is Centre county and they process pretty fast... you can find them and the paper work on line. But you need to move fast to get one, I think a new law goes into effect sometime around May that won't allow non resident permits by mail.

100% marks for Centre county Sheriffs dept. My permit did not expire until Aug of next year but I went ahead and sent in a renewal back in Feb. now I'm good until 2016!

$26! http://www.co.centre.pa.us/sheriff/license_application.asp

According to HandgunLaw.us, the cut off for non-resident permits by mail is today - 31 March 2011.

Bizak asked:

I find the handgunlaw.us site very helpful for my travels.

Here is a nice trifold pamphlet:
Pennsylvania_Gun_Rights

Here are some select statutes you will find useful:
PA Statutes

Here is another short summary of prohibited places:
Off-limits places in PA and what makes them off-limits:
1. Court Facilities - PA Title 18, Chapter 9, Subsection 913
2a.*Grounds and buildings of Elementary and Secondary schools(K-12 grades), whether the school is private or public. There is an affirmative defense for "other lawful purposes" however there is no case law determining on what that includes. To be safe, its wiser to assume it does not include our carrying "rights". - PA Title 18, Chapter 9, Subsection 912
2b. Within 1000ft of a school unless you have a license/permit issued by the state in which the school is located - US Title 18, Part I, Chapter 44, Subsection 922(q)
3. Casinos - by regulation Title 58, Part VII, Chapter 465, Subsection 465a.13
4. Certain Department of State buildings - by regulation
5. ****Places off-limits by Federal Law or regulation, IE: military installations(exceptions for hunting at some bases), Federal Government buildings, after the security check point in airports, etc.
6. Any private property where a landowner, tenant or person so authorized to maintain property has asked you to leave because you are carrying, or where the property owner or tenant has placed signs or placards denoting that guns are forbidden - Title 18, Chapter 35, Subsection 3503
7. Detention facilities, correctional institutes, or mental hospitals - Title 18, Chapter 51, Subsection 5122

Today is the last day to get the PA LTCF by mail, as mentioned above.

I don't know the processing time in Mercer, but you can usually expect a couple of weeks for most counties. Ask when you stop in for the photo and sign the signature pad. Remember to bring address and phone number for two references.

That is a bummer... I thought for sure it was a month or two out... glad I got in under the wire and am sorry for everyone else.

Does this apply only to new issue, or does it mean there can't be renewals by mail?

It applies to both - you cannot get a renewal unless you show up in person.

Yes new or renewal will have to be in person...they'll swipe your drivers license, take your picture and have you sign the electronic pad.

But according to the clerk at Centre County's Sheriff office, my understanding is that after the new system is in place and they have your picture and signature captured electronically, that the renewals from then on can be done by mail. But I guess we'll see in five years how well that goes.
