the mark on the right after the number is a Japanese arsenal mark, but I forget which one (I always want to say Nagoya, but I think that's not right this time. It is a Japanese marking, of that I'm sure.
It appears to be an Arisaka action (mauser style), and the barrel (if matching the action) would be originally chambered for either the 6.5mm or the 7.7mm Jap military round.
