Help with a disreputable plumber

:( (I originally posted this on AR15.com) This thread is off the Gun topic but I'd like to respectfully leverage the collective intellect of the BB.
I had a local plumber (recommended by a coworker) take me for $1100.00. The local magistrate has ruled in my favor and issued a judgement against him. I have to wait about 10 more days and then the sheriff will attempt to confiscate any "real" property owned by him. Here's where it gets interesting. My subsequent conversations with the bad man have led me to believe that he has no assets, no bank account and no real property. Seems he hides all his income with his wife and mom (he was quite smug when he told me this).
The court clerk has also told me that he has 5 other similar judgements against him in the last 4 years. In her opinion my odds of restitution were about zero.
Any suggestions on how to proceed? My goal is to have my $1100.00 back in my wallet (momentarily…..then turn it into a OLY preban, or a 110 tactical, or a JP upper, or a……..).
Please, no black solutions. The small amount of money is not worth it.
Here is what I’ve come up with so far.
1. Let the court system run its course (no warm fuzzy feeling here, though).
2. Contact the IRS and report tax fraud.
3. The BBB (though I found out that he’s unlicensed and not bonded)
4. Use a debt collection agency (does anyone have experience with this….as a giver not receiver!). What kind of fees do they charge?
5. Put up a web site illuminating this Sh*t bird. (feel good solution though it doesn’t get my moola back)
6. News paper ad. (same as above)

I’d really appreciate any help that you guys/gals could lend. I really would like to get this money back. It would be a good thing if I can make the bad plumber miserable (legally) in the process.
