Help w/ .38 spl brass?

I picked up some brass at the range, most of which I easily recognized, but a couple have the headstamp marking "C C I 6 W". Cases match .38 spl dimensions. I searched several forums here and this seems to be the most recently posted to.

Can anyone ID this brass? It appears safe to reload, I'm just curious about the origin.

Could that be WCC 91? If it is it's Winchester Cartridge Company made in 1991. Probably Military brass.
 
Looking at it through a loupe, the "I" is indeed a "1". Thank you! Makes me wonder who had it and for how long, especially if it's military. I do have another case head-stamped "WCC 92". Those two are unique among cases I've picked up. Both have Boxer primer pockets.

I have others with "Winchester" spelled out, Blazer, Aguila, R-P, PMC, Federal, and CBC. All carry the "38 Special" stamp as well.

(I assume most brass I pick up at the range to be once-fired, but carefully inspect the mouths and mic the cases before they go into my dies. I keep range brass segregated from brass I have bought, with a known number of reloads, and watch them carefully.)
