With the availability of the awesome Saiga 12, can anyone provide me with some guidelines (united states, oklahoma) or laws about my magazine capacity?

Where does the ATF draw the line on what I can have and what i cant have?

Saiga, factory built in Russia (ijhmash arsenal) 12 guage, 22'' barrel, german importer markings, bought w/ monte carlo stock, 2x 12-rd magazines, 1x 5-rd magazine...

do i have to have a special license to have a pistol grip and a 12-rd mag and a folding/collapsible stock attached at the same time?

What you're talking about doing is typically referred to as a "Saiga Conversion" and is quite commonly done to both Saiga rifles and shotguns (I did it myself with my Saiga .223 rifle). I don't know the laws of your state, but as far as the feds are concerned, you should be OK so long as your gun has enough U.S. made parts to comply with 922r and doesn't cross into NFA territory (no full auto and at least 18" barrel).

Here's an explanation of 922r

Here's some discussion of 922r as it relates to Saigas

If you're going to do a conversion, I'd reccomend that you replace the Fire Control Group (trigger, hammer, and disconnector) with U.S. made parts as well as using a U.S. made folding stock and pistol grip. These are all parts that have to be added or replaced during a conversion anyway and are common to both the Saiga 12 and any other semi-auto AK derivative thusly making them easy to find (U.S. made magazines also count as 3 compliance parts but I like to still be able to use the factory mags if I desire).

With regards to using high-capacity mags without doing a full conversion, it's a bit of a grey area. Some say that it's OK so long as no other "assault weapon" features are added while others say that using hi-cap mags without doing a full conversion is illegal. If you plan to do this, read the law, read the various opinions and consider everything carefully before doing so.
