Help needed with a Navy Arms trapdoor

I have a question. The cam will not hold the bolt closed, I tried to loosen the set screw and move it but it would not move. Next I tried to remove the lever to free the cam, it moved 1/4 inch and is stuck. What do you recommend?

It sounds like the gun is either rusted or clogged with old gunk and dirt. I would take it out of the stock and soak it good in a good penetrant (like Kroil), then see what happens.
