Help me find SB23 in layman's terms

I've heard alot about this bill but can not find it in a Readers Digest version. Not being a Harvard graduate, the real version contains to much ---t. I hope everyone is pushing voter registration, We need to get everyone we can to sign these petitions and then out to vote. It would be nice to see gun owners unite, to at least show the world that not all gun owners are the criminals they make us out to be. We can't wait for some else to help us, the past shows us all what lies ahead if we continue to let them. If you live in Calif. you know that even if we do vote this bill down they will find away to do it anyway. Here I am on my soapbox again venting and slandering this fine government of ours. Hate to tell you...there is no layman's version of any bill. Once in that form it becomes someone's interpretation.

"Depends on what the definition of is is." Legalese doesn't lend itself to easy reading. Ya just have to plow thru it.
