Headstamp

Gents,

I have a brass 30-06 case with the headstamp, FC HE. I know FC is a Federal cartridge but I can't find HE in a headstamp site I use either connected with FC or HE alone. Anyone know what this is?
 
One source has it that HE stands for High Energy. Someone else can explain what it means. Maybe it represents a mag loading. Might be a collector's item.

I found two of the HE cases while exercising my right to be a "brass rat", as one of the posters on this forum said. Someone must have had some boxes of older ammunition, like most of us have. Heck, I have a few rounds of 30-06Winchester Silver Tips and, I have almost a full box of the same weight bullets for reloading. I think I bought the Silver Tips while in high school in the 60s. That's the 1960s not the 1860s.
 
While we are on the subject of .30-06 headstamps, anyone recognize this?

It came from an estate, on a 1919 browning link belt. It looks like M2 ball, but no idea of the origin.
