Harris County Texas CHL question

I just noticed as I was going down highway 6 on the west end of the county where George Bush Park is that there is a sign that says, among other things, "No Firearms" with a gun crossed over in a red circle.
This park, I think, is owned by the County. Does this include CHL holders? I saw no 30.06 and I see no law saying that chlers are prohibited in parks (except for national)
 
Interestingly, public parks are an exception to the pre-emption law in TX so cities can make rules about carrying firearms there. However, this still does not affect CHL holders.
