handgun parts in check-in luggage

As I will be visiting my relatives in the Philippines within this month, one of my relatives had asked me to buy him the factory plastic front and rear sights and the firingpin channel liner for Glock 17, as the gunstores in that country does not have these in stock. I would like to know whether these parts of the handguns ( front and rear sights and the channel liner ) are illegal to be carried without declaration to authorities upon my boarding of plane here in the US. Do I need to declare that I have these gun parts in my luggage, or will I just have to place them inside my check in luggage without declaration. Anyway, I thought, the airport authorities will not be able to detect them in my check in luggage and these gun parts are not really those considered to be important part of the gun, such the barrel, slide or reciever.

The spare parts you mentioned are perfectly legal to take with you in checked luggage. You only need to declare firearms upon check-in, not spare parts. As far as the law is concerned, the serial-numbered receiver or frame of the gun is the actual firearm. All the other bits are spare parts, as long as they don't include the frame with the serial number.

Disclaimer: some parts you may legally have undeclared in checked luggage in the US would be regulated items in other countries and thus prohibited to import wihout the necessary paperwork. A pistol barrel, for example, is not a restricted item for either purchase or transport in the US, but it would be a regulated item in Germany.

However, no jurisdiction I know considers the plastic sights for a Glock restricted items for purchase or posession.
 
Removing any part of a firearm from the Unitied States for permanent export requires a permit issued by the State Department under the International Traffic in Arms Regulations (ITAR).
