H.R.21 -- NRA Members' Gun Safety Act of 2013

TITLE I--REQUIRING A BACKGROUND CHECK FOR EVERY FIREARM SALE
Actually requires a background check for every transfer, which includes both sales that transfer title AND temporary transfers of possession.

TITLE II--BACKGROUND CHECKS FOR GUN SHOP EMPLOYEES

TITLE III--PREVENTION OF TERRORISTS FROM OBTAINING FIREARMS OR EXPLOSIVES

TITLE IV--REPORTING OF LOST OR STOLEN FIREARMS TO STATE OR LOCAL POLICE
Reporting required within 48 hours of theft or loss.

TITLE V--CONCEALED FIREARMS PERMITS
States must have a requirement that applicants "demonstrate good cause for requesting a concealed firearm permit" and "not have been convicted of a crime of violence."

This is Schumer's previous background check bill with other nasty stuff attached to it.

This little bit in section b also jumped out at me:

b) REQUIREMENTS.—In establishing a process to issue permits to carry concealed firearms under subsection (a), a State shall—"
‘(1) ensure that a local law enforcement agency
participates in the process; and
‘‘(2) at a minimum, require that an applicant for a permit to carry a concealed firearm in or affecting interstate or foreign commerce (...)
I guess that's how they want to justify mucking around in business that has until now been decided on a state-by-state basis.

I'm wondering why it's called the NRA Members' Gun Safety Act.

I'm also wondering why it has no co-sponsors.

Tom, it's called the NRA..... because dems will lie, cheat, and steal anything they can. They added NRA to it to make it sound like the NRA was behind it.
 
Its not just the Dems pushing for it, and not just the Reps defending against it. Or libs or cons.

What do they define as a transfer? Letting the guy in the next lane send a couple rounds down range? Or the overnight or longer type transfer?
