(22nd Edition) (ATF P 5300.5). This publication is designed to help the Federal Firearms Licensee comply with both Federal and State firearms laws.
Specifically, this publication will assist the Federal Firearms Licensee comply with the Gun Control Act of 1968 (GCA) requirement that a firearm may not
be sold or delivered to a nonlicensee whose receipt of possession of the firearm would violate State or local laws applicable at the place of sale or
