Yes, they have them on the Green Ridge range here in MD.

Bloody awful is my opinion. They don't do much to reduce noise away from the range, but they do a great deal to throw blast, debris & other stuff back in the shooters face. They are even worse if the range also bolts them to the bench & bolts the bench to the concrete with a misalignment as was done at green ridge. It forces you to shoot diagonally along one side & makes it even worse for the shooter. If you want to use a bipod or sandbags they have a curved bottom & that makes those things very difficult as well.

As a side note these were put up to prevent id10ts from flinging rounds over the bank & off the range (which was sadly happening) but they were touted as sound supression which is rubbish.
 
We have them on the 200 yard range at the club I shoot at. There is a shooting bench in front of the tube, so you can use bipods, sandbags, etc.
You only need to aim through the thing, you don't have to stick your rifle up inside it.
At least our club didn't try to pass them off as "noise reduction". Like wogpotter said, they are there to make sure rounds go into the designated impact area, and NOT into someone's house a mile away.

A much better way of doing it.
Green Ridge has zero in front of a 4' tube & very little behind so you have to practically climb up inside the horrible thing.
