With all the positive talk of late about HiPoint pistols, maybe the NRA should start a program in the inner cities where poor people with a clean record apply for a free SD/HD gun.
I.e. they show financial need, criminal activity in their area, a long term residence(>2 yrs at same address) and a willingness to learn. Then after 20 hrs or so of training with a skills test, they get a HiPoint and 50 rounds of 9mm from the NRA. In most states this training could be adjusted to make them CCW ready also.
