Gun "buy back" programs

I just learned today that my department is sponsering a gun turn in program toward the end of this month. They will not reimburse anyone who is vapid enough to participate. They are just offering to collect guns for destruction.
Does anyone know where I can get information on the legalities of these types of programs? I will make my opinion known to the administration and the commissioners anyway but I'd like to be armed with some supporting law.
 
The only thing I know about "Gun Turn-in" programs is that if you commited a crime with a gun and wanted a Legal way to dispose of it, a gun turn-in program is the way to go. Other than that I have no idea what to say, maybe NRA could help you out there?

Get as many pieces of junk you can scrounge up, then turn them in. Then come TAX time, write the guns off as a donation, and use the highest possible listed price for the guns you can find. Post that with the receipt for guns turned in...

Personally, I'll never turn in a gun. Even if it's a piece of junk, figuratively speaking.
One of the best times I ever had pheasant hunting was with an Ithaca Model 37, in 16ga. Had a doorknob on it from years before, probably long before I was born. I swear I couldn't miss a bird with that thing. It looked like hell, but it shot just fine, and was nearly given to me.

I'll give 'em the broken super-soakers the kid wears out. Hey, they dangerous things in the wrong hands. Just ask some of the lunatics in some of the schools around our country.

There is a CDC (Centers for Disease Control) study which says gun buybacks are worthless since they mostly get junk and over 2/3rd of the people turning in the gun have more than one gun at home.
