I thought it was any pistol can become a rifle but you can’t make a rifle into the pistol. Hence those packages to convert a 1911A1 into a rifle. Just have to have a barrel over 16”, stock and the correct over all length.
As long as it is NOT a SBR. This is my interpretation of what the OP is wondering as he stated "without paying the $200 stamp? ". That would be referring to putting a stock on his handgun. A barrel swap to 16"+ and a stock swap could be considered the same thing. Check with the BATFE just to see how you would have to swap out the parts and in what order. There is NO fee involved in this, only in making it a SBR.
