The 35 Whelen is one of those rounds where they make a limited run occasionally. Seems like it was only 4-5 years ago that I saw them everywhere for about a year. None since. Just a guess, but I'd bet they are fairly recently made.
If you can get the seller to show a photo of the date code on the barrel it is fairly easy to look up here.
