U.S. Diplomat Accused of Pressuring Visa Applicants for Sex

ALEXANDRIA, Virginia — A U.S. Foreign Service officer stationed in Brazil and Congo used his status to pressure female visa applicants for sex, according to federal charges. Gons G. Nachman, 42, is charged in U.S. District Court with misuse of his diplomatic passport, making false statements and possessing child pornography. The charges were unsealed Friday.

According to the affidavit, Nachman made a habit of pressuring and pursuing sexual relationships with attractive female visa applicants while stationed in Rio de Janeiro.

Note: BTW, abuse happen with both government and corporate entities, but in the case of the government, there is no competition for tax revenue unlike commercial world. Furthermore, cost of legal defense cuts into corporate profit, lowering the share prices, and resulting in shareholders (REAL owners of the corporation) selling the shares in favor of other companies.

This accountability mechanism is lacking in government.

And because there's no "cost analysis" one could argue that the "corporate culture" in the governemtn encourages the outing and vigorous prosecution of such offenders.

it's the other way around. Agencies with history of abuse tend to maintain the status quo.

For example, Dallas PD, New Orleans PD, Atlanta PD, etc. have a very long history of abuse. Unlike corporation, a government agency doesn't lose revenue no matter how much negative publicity it gets because its revenue is based on tax income INDEPENDENT OF PERFORMANCE. Also, government tends to have a very large staff of attorneys ready to defend against any litigation.

Contrast that with private corporation such as Merck. At hint of possible litigation or any kind of negative publicity, share prices drop down. Quite often, non-government doctors would get sued instead of VA and/or military doctors because it's much easier to sue private doctors with private malpractice insurance than government doctors with large staff of government attorneys to protect them.

If a security agency or private contractor gets negative publicity, they can get fired at will. Usu., with government agency, even if the individual responsible gets fined with paid suspension or even persecution, the culture pretty much stays the same.

Changing people at US Post Office is unlikely to change the way they behave. If they went bankrupt via privatization and current market niche occupied by USPS gets taken by commercial market, they would most likely be replaced by a commercial organization with different personnel and culture.

have a very long history of sex abuse and child molestation, as well as spreading of HIV/AIDS viruses.

US government agencies aren't unique in that aspect. It's just human nature based on incentives within an organizational context.

Competition and transparency changes human behavior within an organization.
