This is good info, but what the freak is BATF doing interpreting laws? Isn't that the job of a court? (Not that it should be that complicated. The Constitution is quite clear.)

Read number 37, the double speak is amazing. They go into detail about how they can't regulate said device and then go into detail about why that doesn't matter and they can regulate them anyway. These people think they are judge, jury, and executioner all in one.

As part of the executive branch, the BATF is authorized to interpret and to apply the law. The judicial branch does not interpret the law until the law is challenged. Once the judicial branch has interpreted the law, the BATF is bound by that interpretation.
