That's more or less the "standard", although most holes are not tapered so it really makes no difference.
However, since there are holes that are tapered, it's best to follow the standard of OUT from Left to Right.

Here is a place I will tell you to order a ser of roll=pin punches from Brownells. As far as I;m concerned roll pins can be removed either way but I'd surely get a set of roll pin pinches.

get a set of roll pin punches
Yep, roll pin punches, and roll pin starter punches. The starter punches hold the pin and allow you to get the pin well into the hole. Then, finish with the roll pin punches, which have a little projection in the center that fits into the hollow center of the pin. Standard punches tend to mushroom the ends of roll pins, particularly if you're a bit off-center with the punch when you give the punch a whack. With roll pin punches, the punch remains centered and the roll pin is undamaged.
Highly recommended. I started using them when I began building ARs and wrote my first book.

I can't say there are none, but I have never seen a tapered roll pin, so I think it is safe to assume they are straight and can be removed either way.
I do recommend that if you do much with roll pins that you buy an assortment from Brownells or some other supplier. It is best to always replace a roll pin that has been removed, not try to re-use the old one. They take a set and the re-used one will not have the proper tension. (And buy quality ones, not the home store ones made in some country you never heard of.)

Did you have some of those punches for sale on Commercial Row one year? I know I bought mine up there some years back, but couldn't recall from whom? Excellent little tools. The name brand on mine is Oldforge.
I've noticed some roll pins have had a chamfer added to one end to help start them into the hole, but none at the other. If you have a straight through-hole, you actually want to knock those out in the same direction you knocked them in, to keep keep the punch from blunting the chamfer on the pin.

We get ours from Brownells; I don't recall ever offering them, but it's possible. I'm only up to the store for a few days during High Power Week and I could easily have overlooked them.
If your roll pin isn't chamfered, you can to it with a belt sander (if you're very careful, those little boogers can be flung quite far if you lose your grip) or a stone or whatever abrasive is handy. This is one of the tips found in the Complete Assembly Guides.

I think maybe I recall that from one of your books? For putting a roll pin in the lower band on the Garand, maybe? I have a couple of pin vices, but mostly I use the drill chuck handpiece on my Fordom tool to hold those things. I just hit the foot pedal lightly to turn the end of the pin against the side of one of those pop-in fiber-reinforced cutoff wheels running about 1/3 speed on a Dremel tool.
I'll see you during High Power. My dad and I will be up there at least part of the time. He's having foot trouble, and doesn't walk well at the moment, but we both want to see if he can manage at least the Garand Match, even if he isn't up to the regular matches this year.

Left to right and top to bottom for removal and the reverse for installation is the general way.
