Gap in my 1" rings???

Are you describing a gap between the upper half of the ring and the lower half? If so, this is not unusual, and it indicates that the ring is actually "gripping" the scope. (If the ring halves touch, your scope really isn't being clamped...)

Regarding putting 30mm rings on, those would be 0.181" larger than 1" rings, so the scope would just spin inside the rings.
 
If there is an equal gap on all sides it means whoever mounted it knows what they are doing and they take pride in their work.

ESPECIALLY if that coincides with the cross hairs being where they are supposed to be.
