Looks entirely legal to me. You'll note, however, they offer
ONLY the plans and drawings, and are careful to say that this is the
ONLY thing they sell. They also throw in the caveat, "NFA Rules Apply" (National Firearms Act.)
You can purchase all kinds of drawings and plans for machine guns and conversions and other heavily regulated and taxed stuff. The problem comes if and when the purchaser makes the misstep of even BEGINNING to make one, without having done the requisite paperwork
IN ADVANCE.
This stuff is very interesting, but is hardly worth the trouble and expense unless you are a pretty advanced student of full auto weaponry, or have a lot of money to invest. It is not usually worthwhile for the hobbyist to jump through the necessary hoops to do this stuff legally. And no right-thinking person would consider doing it ILLEGALLY. To spell it out, it is a
FEDERAL FELONY to engage in the unlicenced manufacture of a machine gun.

This should answer most of your questions about the technicalities of (perhaps) staying out of trouble should you be tempted to undertake such a project. Naturally, their prime concern is to keep anyone from private ownership of certain items. For a somewhat more tolerant source of information, go to the TFL FULL AUTO forum and post questions there. There are several other Class 3 and machine gun interest sites on the net, but I don't have them bookmarked.
By the way--The illustration of the guy making empty brass is PROBABLY shooting a "standard" Glock 18. There were a few legally transferrable examples and some dealer samples that were imported before the complete ban. This information is entirely second and third hand to me--I've never fired a G-18 myownself.
I rather imagine the black hood is to add to the aura and mystique of the gun, as if the guy's doing something shady and downright illegal. Such activity really ticks me off, in that it leads the casual browser to think that most if not all those interested in full auto stuff are some kind of terrorists. This, to me, is akin to the Gun Show Commandos who parade about in battle gear, and most of whom have never had ANY military or police tactical training, much less ever been assigned to any combat unit. I think these guys may be related to those attracted to Ku Klux Klan and just want to wear the hood to scare people.
